McDowell and Mingo counties have historically produced large quantities of coal, but they have suffered after coal mines have closed — or been abandoned. Thanks to a grant program, the two counties are getting some funding for water and sewer projects.
Five critical infrastructure projects in McDowell and Mingo counties have been granted $9.5 million. These awards come from the Abandoned Mine Land Economic Revitalization (AMLER) grant program, a 1977 law that helps areas recover from older abandoned coal mines.
Gov. Patrick Morrisey positioned these projects as economic development.
“It’s not always going to be flashy, but it is going to make a big difference,” he said at a Friday press conference. “It’s about clean water, and we all know we need clean water all across West Virginia.”
Three of the five announced projects are in McDowell County. Those total more than $6.25 million for waste water and sewer projects along with a water line extension in the Elkhorn district.
The remaining $3.25 million goes to two projects in Mingo County to extend water service and replace a failing water tank in the town of Kermit.
Town of Davy Sewer Project — $2.75 million to construct the town’s first centralized wastewater system, eliminating raw sewage discharges and replacing failing septic systems.
City of Gary Sewer Upgrade Project — $1 million to strengthen the existing sewer system and protect reclaimed subsidence sites within city limits.
Elkhorn Creek Water Project — $2.5 million to extend public water service to 280 customers, including Ashland Resort, churches, and area businesses, and to support planned sewer expansion efforts in Ashland and Crumpler.
Jolo Waterline Extension Project — $2.014 million to install more than 60,000 feet of new waterline, providing reliable drinking water to 119 new connections, including five businesses.
Town of Kermit Water Storage Tank Replacement — $1.26 million to replace the town’s failing water tank with a new 125,000-gallon storage facility.
