Kentucky AG Backs Kentucky Power’s Bid To Keep W.Va. Coal Plant

Kentucky’s attorney general supports Kentucky Power’s application to keep its half of a power plant in West Virginia.

Attorney General Russell Coleman backs Kentucky Power’s effort to retain ownership of half the Mitchell Plant beyond 2028, according to a filing with the Kentucky Public Service Commission.

That’s a reversal from his predecessor, Daniel Cameron, who in 2021 urged the Kentucky PSC to let Mitchell shut down.

Mitchell, near Moundsville, West Virginia, is owned by Kentucky Power and Wheeling Power.

West Virginia’s PSC approved the environmental compliance work necessary to keep Mitchell operating past 2028. Kentucky’s PSC did not.

In June, Kentucky Power went back to the Kentucky PSC seeking approval for the plan.

If approved, the average residential electricity customer would pay $3.68 more each month. The average bill would rise to $185.42, the highest in the region.

Kentucky Power also recently sought the approval of the Kentucky PSC to raise rates by 15%.

Kentucky Power has 162,000 customers in 20 eastern Kentucky counties. 

Cameron, who lost a bid for Kentucky governor in 2023, is running in the Republican primary next year for the U.S. Senate in Kentucky.

His stance on Mitchell became a campaign issue during his run for governor. Rival Kelly Craft, the former U.S. ambassador to Canada, attacked Cameron for urging the plant’s retirement.

Craft and her husband, Joe Craft, own Alliance Resource Partners, a coal company that supplies the Mitchell Plant.

Craft spent nearly $11 million on the primary but still lost to Cameron. Cameron then lost to Gov. Andy Beshear, a Democrat.
