The Exponent Telegram says the West Virginia Auditor’s Office found that the agency paid expenses without evidence of proper authorization by its board or the general manager.
State auditors also found a lack of documentation to ensure there were safeguards to prevent conflicts of interest in buying insurance services or contract labor.
The report covered the 2013-2014 fiscal year. The Harrison County Commission and Clarksburg City Council overhauled the authority’s board in October 2014.
The board’s current president, Jim Smith, says the board will review the audit report on Monday.
Former board member Zeke Lopez says the audit was an attempt to find fault with the previous board.
