Ryan Oneal Browning

Ryan Browning is a member of the West Virginia House of Delegates, who represents the 28th Delegate District as a Republican. The 28th District covers parts of Wayne County. Browning was appointed to the House of Delegates in July 2024 after the former delegate, Mark Ross, resigned to join the Wayne County Board of Education. Browning finished the rest of Ross? term.
Browning is from Kenova, West Virginia, and was born in Detroit, Michigan, in 1981.
He graduated from Spring Valley High School and earned a bachelor?s degree in printing from WVU Tech.
Before he entered the Legislature, Browning worked in automotive and manufacturing industries.
Browning won the 2024 Republican primary for District 28 with 43.1% of the vote. He then won the November 2024 general election with 98.2% of the vote. In May 2026, Browning won the Republican primary again, receiving 58% of the vote against Mark Caserta?s 42%.
