Elkins, Harpers Ferry Gain Larger Say in How They Govern

Elkins and Harpers Ferry have gained a larger say in how they govern.

The West Virginia Municipal Home Rule Board granted both municipalities home rule status on Monday. The program shifts power from the state to the local level.

Also Monday, Bridgeport and South Charleston received approval to implement a 1 percent city sales tax.

The West Virginia Department of Commerce announced the board’s actions in a news release.

The Legislature created the home rule program in 2007 as a five-year pilot in Bridgeport, Charleston, Huntington and Wheeling. There are now 28 municipalities participating in the program.

Augusta begins this weekend.  This very popular series of summer workshops about music and crafts has been explored by a student working on her master’s thesis.  Brittany Hicks graduated from Appalachian State University in May of 2014.  Her thesis was titled “Exploring Nostalgia for the Future: A History of the Augusta Heritage Center in Elkins, West Virginia.”   Just as the busy five week series kicks off, she sat down with us to find out what she learned.

Man Critically Wounded After Being Shot by Elkins Police

State police say officers shot a man in Elkins after he pointed a handgun at them.

 

State police say 25-year-old Preston L. Burrows was critically injured and was taken to Ruby Memorial Hospital in Morgantown.

 

The incident began around 3:30 a.m. Saturday when a resident called 911 and reported that a man was banging on his door and shouting that he would kill himself if the door wasn’t opened.

An Elkins officer encountered the man carrying a handgun near the residence. Two State Police troopers and another Elkins officer then arrived on the scene.

 

State Police First Sergeant G.L. Stalnaker says the man demanded that the officers shoot him, and became upset when they didn’t. He then pointed the gun at them.

Davis & Elkins College is officially looking for a new president. After a two-year stint, the current president of the four-year private institution has resigned to accept another job as president of the Appalachian College Association – a non-profit consortium of 35 private four-year colleges and universities.

Dr. Michael Miholyo will complete his fourth year at Davis & Elkins as Provost, Chancellor, and his second year as president of the college in July. Then he’s off to Richmond, Kentucky, to head up the Appalachian College Association, of which Davis & Elkins is a part. On his way out he’s tipping his hat to the school and the improvements he’s seen while there, including increased student retention rates, improved ties with spiritual leaders within the Elkins community, and continued fiscal responsibility that is allowing the college to remain debt-free.

The Davis and Elkins Board of Trustees accepted the resignation over the weekend and has appointed former president G.T. “Buck” Smith to lead the college in the interim while a newly formed search committee moves forward in finding a new president.

A West Virginia man has pleaded guilty to possessing stolen explosives that authorities said he planned to use to blow up a federal courthouse. 

Jonathan Schrader of Elkins entered the plea Monday before a U.S. magistrate judge in Elkins.

U.S. Attorney William Ihlenfeld says the C4 plastic explosives were discovered in February.

According to a previous FBI affidavit, a witness told investigators Schrader had discussed detonating explosives in front of the Jennings Randolph Federal Center in Elkins and at the Mountain State Forest Festival in Elkins.

Federal agents found the explosives in an outbuilding during a search. The affidavit says Schrader obtained the explosives from a juvenile who had stolen the material from his father’s office.

The 30-year-old Schrader faces up to 10 years in prison and a $250,000 fine.

An Elkins man faces an explosives charge stemming from an alleged plot to bomb a federal courthouse.

Thirty-year-old Jonathan Schrader is charged in a criminal complaint with possessing and storing stolen C4 plastic explosives. The FBI filed the complaint this week in U.S. District Court in Wheeling.

FBI special agent Lawrence Quigley says in an affidavit that a witness told investigators Schrader had discussed detonating plastic explosives in front of the Jennings Randolph Federal Center in Elkins.

The witness said Schrader also discussed setting off explosives at the Forest Festival in Elkins.

Federal agents found the explosives in an outbuilding during a search. The affidavit says Schrader obtained the explosives from a juvenile who had stolen the material from his father’s office.

It’s unclear whether Schrader has an attorney.
