PFAS Concerns Loom Over Chemours Permit For Washington Works

The West Virginia Department of Environmental Protection is accepting public comment on a permit one group says would allow the discharge of PFAS into the Ohio River.

The West Virginia Rivers Coalition says this would result in the release of PFAS, or forever chemicals, into the Ohio River.

The DEP held a virtual public comment hearing on the permit on March 4. The comment period closes next week, on March 14.

In December, Chemours agreed to sample and test soil, surface water, groundwater and waste streams around the Washington Works plant for the presence of PFAS.

The plant has been in operation since 1951, and according to the U.S. Environmental Protection Agency has manufactured products containing PFAS and has released PFAS in its operations.

According to Chris Hickey, a regional communications manager for Chemours, Washington Works is the only U.S. facility that manufactures Teflon PFA, a type of PFAS.

Teflon PFA is in high demand to make semiconductors, Hickey said, because of the federal CHIPS Act, passed by Congress and signed by President Joe Biden.

“To construct and operationalize additional PFA supply capacity, and with strong support throughout our value chain, we applied for a permit modification through the WV Department of Environmental Protection,” Hickey said. “We worked cooperatively with WV DEP through its process, which included agency evaluation of the permit application and engagement with regional EPA officials.”

In addition, Hickey said, the Washington Works makes materials used in electric vehicles and charging stations, also in high demand because of the national effort to electrify transportation.

“The world depends on our products, and we are committed to manufacturing these essential chemistries responsibly,” he said.

Revitalization Of Communities Is EPA’s Focus In State, Ortiz Says

State and local environmental advocates welcomed a special guest to the Capitol Tuesday for E-Day.

Adam Ortiz, the U.S. Environmental Protection Agency administrator for Region 3, which includes West Virginia, came to the Capitol to speak to lawmakers and advocacy groups.

Ortiz says the EPA has invested half a billion dollars in West Virginia during the Biden presidency. That money has gone to improving water and wastewater systems and cleaning up abandoned coal mines and industrial sites.

“It’s not just cleaning up the stuff in the past but preparing this infrastructure for the future. So, it’s hard to attract a hotel to a community if you don’t have strong water systems, both drinking water and wastewater. So, we’re partnering with localities partnering with the state because we want to help West Virginia open its next chapter revitalization and you know, cleaning up the old stuff as part of that process.”

Ortiz says West Virginia has the infrastructure and the workforce to support its economic future. He says the EPA’s role is to help the state clean up the legacy pollution of its historical mining and industry.

“So our focus at EPA working with the state is on revitalization, taking a lot of these abandoned mine areas, as well as brownfields. And it wasn’t just coal production here, but also lots of chemicals and companies that are long gone. And often these sites, these properties are right in the middle of, you know, great old towns and cities, they’re connected to the water, they’re connected to the rail. So our job is to help the state clean them up and get them back online economically.”

Ortiz also praised the young people who came to the Capitol to speak out on environmental issues and share their ideas with lawmakers.

“So we’re really cheering on the young people, the universities and the schools for their environmental programs, because they’re going to have the baton before too long.”

Study Finds Hormone-Disrupting Chemicals Near Fracking Wells

Dozens of chemicals that can affect the fertility of humans and animals are being found in the air near unconventional oil and gas development, according to a new study.

 

More than 200 chemicals have been found near unconventionally drilled sites, most-commonly fracked wells, according to a paper published today in the journal Environmental Health.

Carol Kwiatkowski, executive director of a nonprofit called the Endocrine Disruption Exchange, said that of those chemicals, 34 are known to be endocrine disruptors, or chemicals that interfere with hormone systems in mammals.

“Well-known hazardous air pollutants are being found near fracking sites and may be contributing to health outcomes that are being experienced by people living near fracking sites,” said Kwiatkowski, a co-author of the study. “The endocrine disrupting chemicals that are found at these sites may be contributing to health outcomes that won’t be realized for decades.”

Researchers reviewed more than 4,000 peer-reviewed papers. In total, they found 48 air sampling studies were conducted between 2003 and 2016. Texas’ Barnett Shale formation was studied the most. The Marcellus Shale formation in the Ohio Valley, was the fourth-most-studied area.

Chemicals known to cause cancer, and heavy metals such as mercury, were also found near oil and gas development. 

Researchers said more information is needed to know what the long-term health impacts of these chemicals are. An estimated 17.6 million Americans live near unconventional oil and gas wells.

For this paper, the researchers did not do any original experiments, rather they looked only at the already-published science. The study also does not draw a direct link between hormone-disrupting chemicals and oil and gas development. Instead, it shows studies have found these chemicals are often found near oil and gas development.

Ground Broken for Methanol Plant in West Virginia

Ground has been broken on a methanol plant in West Virginia.

Officials on Wednesday celebrated the start of construction on the US Methanol plant in Institute.

Gov. Jim Justice says the plant will convert natural gas to methanol for use by existing chemical plants.

US Methanol is relocating the facility from Brazil. Chief Executive Frank Bakker has said the company will provide methanol as feedstock for the chemical industry in the mid-Atlantic and Northeastern states.

The plant will produce 200,000 tons of methanol per year. It is expected to have 50 permanent positions and 300 construction jobs and will open by late next year.

The West Virginia Economic Development Authority in May approved a $10 million loan for the project.

Methanol is used to make plastics and other consumer goods.
