DHHR Opens Applications For School Clothing Allowance

The West Virginia DHHR Bureau of Family Assistance will begin accepting applications for school clothing allowance on July 1.

The West Virginia Department of Health and Human Resources (DHHR) Bureau of Family Assistance will accept school clothing allowance applications July 1 to 31. Eligible children enrolled in West Virginia schools will receive a $200 benefit towards buying school clothing.

Families with children who receive West Virginia WORKS cash assistance, parents or guardians of children in foster care, children 4-18 years old who receive SNAP benefits, or are enrolled in school and whose household income is 130 percent of the Federal Poverty Level as of June 30, 2023 will automatically receive school clothing allowance benefits.

Applicants must submit an income verification for July 2023 with applications for school clothing allowance. 

“In 2022, 81,029 West Virginia children were assisted by the school clothing allowance program,” said Janie Cole, commissioner of DHHR’s Bureau for Family Assistance.

Recipients will receive an electronic benefit transfer card that will function like a debit card and can be used anywhere that accepts EBT cash transactions. Parents and guardians of children in foster care will receive their allowance benefit as a check. 

All applications must be received by July 31.

Parents of foster care children and families with school age children who receive WV WORKS cash assistance will automatically receive the benefits for each school-aged child in the home. Children ages 4-18 who receive Supplemental Nutrition Assistance Program (SNAP) benefits, are enrolled in school and whose household income is under 130 percent of the federal poverty level will also automatically receive the benefits.

Families who received the school clothing allowance in 2021 and currently have Medicaid coverage should receive a school clothing allowance application by mail in late June.

Department of Health and Human Resources Secretary Bill Crouch said other applicants may receive benefits based on income limits and household size.

“Each eligible child will receive a $200 benefit that may be used towards the purchase of appropriate school clothing or piece goods for families who sew clothing for their children,” Crouch said.

Voucher recipients will receive an electronic benefits transfer (EBT) card in place of the traditional paper voucher. The EBT card will operate like a debit card and can be used at any retailer who accepts EBT cash transactions. Parents or guardians of children in foster care will receive the school clothing allowance benefit as a check.

Application Extended For Families Hoping To Purchase School Clothes, Shoes

Families who depend on assistance from the state to help purchase back to school clothes for children have more time to apply. According to a press release by the West Virginia Department of Health and Human Resources, COVID-19 has delayed the application period for the School Clothing Allowance program. The SCA provides funds for eligible West Virginia children to purchase clothing and shoes for school.

The program will also be moving to an electronic format to allow recipients to make online purchases to reduce health risks. Previously, purchases were limited to in-store transactions.

Revised dates for the school clothes application period as well as new guidance related to online shopping will be announced in coming weeks. 

In 2019, more than 42,000 West Virginia families received a school clothing allowance.

West Virginia will start taking applications for school clothing allowance on Monday, July 2.

The allowance is for eligible children enrolled in West Virginia schools. The program is administered by the Department of Health and Human Resources’ Division of Family Assistance.Families with school-aged children receiving WV Works cash assistance and those in foster care will automatically receive school clothing allowance vouchers by mid-July. Families who received vouchers in 2017 and currently receive Medicaid or food stamps should have received an application in June.

West Virginia residents can begin applying for school clothing vouchers for eligible children on July 1.

The Department of Health and Human Resources say the vouchers can be used toward the purchase of school clothing. Families who sew clothing for their children can use the vouchers to buy piece goods.

Each eligible child will receive a $200 voucher.

Children in foster care will automatically receive the vouchers, along with children in families who currently receive cash assistance from WV WORKS.

Other families could be eligible if they meet income guidelines.

The application deadline is July 31. Families must use the vouchers at participating stores by Oct. 31.
