W.Va. Legislature Meets Briefly Before Winter Storm

The West Virginia Legislature sent its members home early Friday because of the inclement weather in the Kanawha Valley.

Both the House and Senate chambers met earlier than usual Friday morning. The House at 9:00 a.m. and the Senate at 10:00 a.m. Normally, both chambers would meet for a floor session at 11:00 a.m., but this weekend’s storm has all members taking extra precautionary measures.

The House held its bills over until Monday because of the large number of absences. The Senate did not have enough members in attendance to handle any of the chamber’s business.

“So we ask all the members to be safe, and on your travels today,” said House Majority Leader, Delegate Daryl Cowles of Morgan County, “I think it’s snowing out there right now, but I’d heard earlier, this is one of the biggest, maybe the top ten storms we’ve seen in decades in West Virginia, so it’s a serious issue and be safe.”

The House will not meet again until Monday at 1:00 p.m. and the Senate will meet Monday morning at 11:00 a.m.

Tomblin Declares State of Emergency for All 55 Counties

Gov. Earl Ray Tomblin transitioned his declared State of Preparedness to a State of Emergency Friday morning for all 55 counties in West Virginia.

The declaration allows the governor to mobilize additional resources to handle the severe weather.

“Because winter weather conditions are expected to become more severe over the next few days, I have transitioned the State of Preparedness declaration into a State of Emergency to continue deployment of key resources from the West Virginia National Guard, Department of Military Affairs and Public Safety, Department of Transportation and other necessary agencies,” Tomblin said in a written statement.

Both the Department of Transportation and West Virginia National Guard began deploying those resources Thursday.

Tomblin’s declaration does not mandate the closure of schools or restrict travel, but West Virginians needing assistance are being encouraged to contact their local office of emergency management. Below are links to sources of additional information.

State Officials Ready Public For Storm

As a major snowstorm bears down on West Virginia, the governor’s office is preparing the state for the storm. 

Governor Tomblin issued a state of preparedness for the state Wednesday. It allows him to activate the National Guard if necessary and make sure the department of transportation and division of highways have all the support and resources they need. Chris Stadelman is the Communications Director for the Governor’s office and said they want people to be ready for the 36-hour event that is approaching. 

“We’re already encouraging people to pay attention to the conditions, avoid travel if you can and then absolutely be responsible, if we have people that are in accidents they tie up traffic and then our snow plows get stuck in the traffic and it keeps us from getting the state assets out to be able to do what they need to do,” Stadelman said.

Stadelman said that as of Thursday afternoon, the forecast is showing that storms will likely move in from the southern coalfields into the Huntington – Charleston area around 10 to 11 a.m. The Kanawha Valley is predicted to get between 12 and 18 inches of snow. Worst case that could elevate to two feet. He says the Eastern Panhandle could get anywhere from two to three feet. The rest of the state could also see significant snowfall as well. 

The Latest on Winter Storm Jonas: Weather Advisories for W.Va. Expire

A foot or more of snow has fallen across parts of West Virginia, but winter weather advisories issued by the National Weather Service have all expired as a large winter storm moves out of the state. 

Governor Earl Ray Tomblin declared a state of emergency Friday as a result of winter weather which was still in effect Sunday.

Many parts of the state experienced high levels of snowfall. Glengary, West Virginia, in the Eastern Panhandle is reporting the highest total at around 40 inches while most of West Virginia received 8-24 inches.

Road Conditions

As of Sunday morning, no accidents were being reported on the state’s highway system, but state transportation officials are still asking drivers to take caution as road crews work to catch up with the storm.

Power Outage Reports

Neither American Electric Power nor FirstEnergy were reporting any major power outages as of Sunday morning. 

Department of Homeland Security director Jimmy Gianato said Friday extra crews from both companies were moved into the area to prepare for outages and make necessary repairs.

Water Main Breaks

West Virginia American Water is reporting some water main breaks in Kanawha County.

Areas in Charleston are experiencing some issues. Due to heavy snowfall and difficulty traveling, some breaks are still being investigated. West Virginia American Water anticipates those water main breaks will be restored by late Saturday afternoon.
