A 29-year-old Taylor County man is the third person to be charged with murder in the death of 11-year-old Miana Moran.
Miana’s father, Aaron Moran, and a caretaker Miana lived with, Shannon Robinson, have already been charged in her February 2025 death.
When she was found, unresponsive, on the kitchen floor of Robinson’s Grafton home, Miana weighed just 43 pounds.
Now Tyler Levi Carter, who lived at the home, has also been charged with murder. He was arrested Thursday evening and is being held at the Tygart Valley Regional Jail.

According to the arrest report, the medical examiner found Miana was severely underweight, had head lice, a yellowish tint to her skin, bones that were visibly protruding and multiple bruises and lacerations.
Taylor County prosecutor John Bord says Carter was considered a “psychological brother.”
“He should have done something. He was a person in position of trust with those girls,” Bord said. “He could have called CPS. He could have called the law enforcement. He could have called the doctor. He could have called somebody and asked for help for the girl.”
Arrest records show Robinson used extensive food deprivation as a means of discipline against the girl. They also show that Carter was aware of Miana’s condition and had discussed getting help for her but never did.
