PSC: Three Upper Kanawha Valley Water Districts Seriously Impaired

State regulators say three upper Kanawha Valley water districts, including the one that serves the state’s maximum-security prison, are seriously compromised in their ability to provide water service to customers. 

The Public Service Commission (PSC) of West Virginia has directed West Virginia American Water Company to take over the Armstrong Public Service District (PSD), calling it a failed utility.  

Armstrong PSD provides water and sewer services to nearly 900 people in the Montgomery area of Fayette County. 

Gauley River PSD in Nicholas County serves 1,200 customers, including 1,000 inmates at Mount Olive Correctional Complex. An investigation into the utility was launched last year following an interruption in water service to the prison that lasted several months. 

The PSC stopped short of ordering a takeover of Gauley River Public Service and Kanawha Falls Public Service Districts but cited both under the 2020 Distressed and Failing Utilities Improvement Act. 

The Gauley River PSD purchases its water from Kanawha Falls PSD and Summersville. 

The PSC ordered West Virginia American Water to provide financial, managerial and technical support to Gauley River and Kanawha Falls PSDs. Management contracts must be filed for review within 30 days.

More Inmates, Staff Test Positive At West Virginia Jails

Coronavirus outbreaks at West Virginia correctional facilities continue to grow, the governor announced on Wednesday.

Five additional inmates have tested positive at Mount Olive Correctional Complex since Monday, according to state data, bringing the total to 143 positives cases. Gov. Jim Justice said 18 staff members there were also confirmed to be infected.

The state’s South Central Regional Jail also has eight active cases, including two among staff members, Justice said.

“The National Guard is doing great sanitizing both facilities and all that,” Justin said at a press conference.

The latest data from the Department of Health and Human Resources shows a little over 1,000 people not showing symptoms are quarantined across the state’s 10 regional jails as a precautionary measure.

The virus usually results in only mild to moderate symptoms, but is particularly dangerous for the elderly and people with other health problems.

Official: Inmate Dies After Assault

An official says a West Virginia inmate has died after being assaulted by another inmate.

West Virginia Department of Military Affairs and Public Safety spokesman Lawrence Messina told media in a statement that a fight occurred between the Mount Olive Correctional Complex inmates on Wednesday evening and led to the death of 30-year-old Earl Parsons.

Messina said Parson, who was from Cabell County, was serving time for convictions on sex and property crimes.

No additional details were immediately available.
