The Regional Jail Authority annual report says incarceration rates at the Eastern Regional Jail in Martinsburg continue to decrease.

The Journal reports the annual report focuses on the performance and inmate statistics of all adult regional jails in the state from July 1, 2014 to June 30, 2015.

The report says the Eastern Regional Jail saw a 7 percent decrease in its average daily inmates during fiscal year 2015. This continues a two-year drop from a 17-year high in 2013. The report also says the system saw a 12.3 percent drop statewide since 2013.

West Virginia Department of Military Affairs and Public Safety spokesman Lawrence Messina says the reduction of inmates is partly because of improvement in the Division of Correction’s capacity.
