Ethics Commission Reprimands Cabell County PSD Official

The West Virginia Ethics Commission has reprimanded a sewage system official in Cabell County for making unauthorized personal purchases with a business credit card.

The commission issued the public reprimand Thursday to Dina B. Foster, general manager of the Pea Ridge Public Service District.

The commission says Foster admitted violating the state Ethics Act and was fined $2,000.

According to an agreement with the commission, Foster paid off nearly $1,900 for personal charges on the business credit card after they were discovered. More than $1,300 in charges were for miscellaneous personal expenses that occurred between October 2011 and September 2012. And in April 2012, Foster charged more than $500 to the card for an airline flight and hotel accommodations in Orlando, Florida — expenses that were unrelated to the PSD.
